Okay Sierra, very clever. I suspect that the police would say that they do not define these incidents as "murder". You should really take one more step and indicate that the intentional taking of someone's life = murder, which is illegal no matter what the circumstances. Then, how does self-defence fit in, or war? I wish it was as simple as you suggest. Besides that, the question was, what should be done by police administration to make sure this doesn't happen again. Don't get too flippant:)
